Arrest Is an Accusation
A booking record, arrest report, warrant, charge, or mugshot is not a conviction. It records an alleged event or a custody action. Every person is presumed innocent unless and until proven guilty in a court of law. A later dismissal, acquittal, reduced charge, plea, or other disposition may change the meaning of the initial allegation.
Source and Status Limits
The Boyd County Detention Center is the primary local current-custody source. Its Current Inmate link leads to a dynamic Cadmus Scribe portal. The jail does not publish an exact upload interval, a guaranteed photo rule, or a web-persistence period. A missing entry can reflect release, transfer, processing, spelling, restriction, or an unavailable system.
The sheriff and city police agencies are separate from the detention-center roster. The Circuit Clerk and CourtNet describe case events, not necessarily live custody. Kentucky DOC, BOP, and ICE each describe separate custody systems. A private page can copy information from one system and label it in a way that blurs those boundaries. Check the custody state next to every result.
Records Requests and Retention
For a released Boyd booking, use the jail's open-records page and identify the person, date, record type, and photograph request. The county jailer retention schedule lists five years after release for the jail register, inmate record file, and classification sheet, and photographs can be part of the inmate record file. That schedule does not guarantee that a web page remains online, that a record still exists, or that the requested material can be released without redaction.
For a state-held record, use the KDOC records route. For city records, contact Ashland or Catlettsburg Police. For court material, contact the Boyd clerk. Each custodian controls its own records and exemptions.
Correction, Expungement, and Removal
Start a correction with the office that created or displays the official record. If a court order or expungement affects the record, follow the Kentucky Court of Justice guidance and provide documents only through the official or publisher route that requests them. Search engines may retain an old result after a live page changes.
Kentucky's KRS 61.8746 addresses commercial publication of public-agency booking or official inmate photographs when removal requires payment or consideration. It creates a legal remedy, but it is not a blanket promise that every image will be removed or that a private publisher will respond in a particular time. Do not pay an intermediary simply because a page creates urgency.
Juvenile records require special care under KRS 610.320 and KRS 610.340. These pages do not seek or publish juvenile identities.
Private Pages and Local News
BustedNewspaper, RecentlyBooked, Mugshots.com, Arrests.org, Mugshots Zone, Kentucky Crime Watch, and Big Sandy Crime Watch are secondary sources. Their Boyd pages may display a photograph, date, agency, charge, or source label, but they are not government systems. The Daily Independent, WSAZ, Ashland Beacon, and APD social posts report selected events and are not complete booking rosters. The presence of a source link on these pages does not certify its content.
Use the Crime News guide for the local reporting map and the Contact page for official custodians. Do not rehost, organize, or share private images as a gallery.
